TOCCOA, Ga. -- Emergency officials in Toccoa, Ga., have declared a state of emergency after heavy rains and flooding.Emergency workers said all schools in Stephens County will be closed again on Wednesday. Stephens County officials declared a state of emergency Sunday.The Toccoa city manager said many water lines have broken during the flooding, and many residents may not have water or be experiencing low water pressure. The repairs may take weeks to fix. City Manager Billy Morse said people who have water should boil it if they plan to drink it. The water can safely be used for bathing.Morse said the boil-water advisory is a precaution because of the broken water lines.Residents can pick up free, clean water at 2 locations on Wednesday. Toccoa is giving out water from 9 a.m. - 4 p.m. at the Furnside Fire Station and the Pines Golf Course. Residents are asked to bring their own containers to hold the water.Officials said this is some of the worst flooding they've ever seen and portions of several roadways have been washed away.
