Bill Limits Cell Phone Use While Driving

Lawmakers Want Texting, Talking While Driving Banned

We've all seen it or have even done it -- texting or using a cell phone while driving.

Ashley Harrison said she used to do it when she was 16 years old.

"I was looking down at my phone and I looked back up and there was a car right in front of me and I hit it head-on," Harrison said as she hung up her phone in Spartanburg on Wednesday night.

Many believe using the phone while driving is a distraction.

In 2008, state Rep. Lanny Littlejohn, of Pacolet, introduced a bill to ban teenagers under 18 from texting while driving, but it did not pass.

"(As a) matter of fact, it didn't get out of subcommittee," Littlejohn said.

Littlejohn said that things have changed and more people are aware of potential dangers.

"We've lost a lot of good people over the use of cell phones and texting," Littlejohn said.

A new bill being proposed is slightly different from the one Littlejohn introduced. This one is by Rep. Bakari Sellers, of Denmark.

"It is a danger to not only the driver, but those persons who are in lanes surrounding them and those pedestrians who may be walking across the street," Sellers said.

Sellers wants to ban cell phone use for drivers of all ages. He said drivers should use earpieces or other devices to talk on the phone if they have to.

"I know it's a habit that I have to change to make the streets safer and I hope that my fellow South Carolinians understand and they're willing to change that habit as well," Sellers said.

Harrison said that she didn't need a new law to force her to hang up the phone. She said she learned the hard way.

"Cell phones are a distraction when you're riding down the road," Harrison said.

If the bill passes, drivers in violation could have to pay a $250 fine and have two points taken from their license.
