SPARTANBURG, SC (FOX Carolina) -

The man who was arrested in connection with a weekend attack at Milliken Park in Spartanburg County was denied bond during a hearing Monday.

The Spartanburg County Sheriff's Office said Walter Lance, 46, of Spartanburg, was arrested Monday morning and charged with first-degree criminal sexual conduct, kidnapping and grand larceny greater than $10,000.

Spartanburg County Sheriff Chuck Wright said in a news conference after the hearing that Lance was picked out of lineup after several witnesses saw him in the area.

Wright said that the victim was walking her dog when she was approached by Lance, who petted the dog to see if it was friendly. He said Lance then dragged the woman into the woods, threatened to kill her and then assaulted her.

Investigators said Lance then stole the woman's SUV, which was later found in a parking lot of Sibley Street. They said the keys were in the vehicle's ignition, and the woman's purse was empty.

Wright said Lance's lengthy criminal history shows that the justice system is broken because he was still out of jail.

Wright urged women to get a gun and learn how to use them.

"Get a concealed weapon that will fix it," said Wright.

The judge said Lance's criminal history played a role in his decision to deny him bond.
