Critics say Paterno and other Penn State leaders should have reported the child abuse claims to police. But in the state of South Carolina, only a few people like educators, family members and legal guardians are obligated to report child abuse.
And according to state law, college coaches are not legally obligated.
Kathleen Reynolds is the CEO of Generations in Fountain Inn. It's a group home that helps teens who were abused and who abuse others get treatment and live a productive lifestyle.
At Generations, everyone is accountable for their actions. The staff is required to report anything, whether it be abuse among the teenagers or neglect by a staff member.
Kathleen Reynolds said, "Morally, I don't think there is any question that we need to be part of a reporting system."
Reynolds thinks everyone has a moral obligation to report abuse if they know it's going on. She said it takes hours of treatment and positive reinforcement at Generations to bring these kids back to life.
When they leave, 98 percent of these teens go on to lead productive, and happy lives.
