The South Carolina House and Senate are debating a compromise on a government restructuring bill that's been a cornerstone of Gov. Nikki Haley's agenda.
But Democrats complain it's restructuring in name only.
Supporters say the bill gives the governor's office control of day-to-day functions of government to make it run more efficiently.
The compromise being debated Thursday divides the duties of the Budget and Control Board, an agency that handles much of state government bureaucracy and financial management. Haley campaigned on eliminating what she called a big, green monster.
Haley is urging legislators to approve the agreement.
It would divide functions between several new agencies. Most employees would transfer to the new Cabinet-level Department of Administration. Functions under the governor's control would include computer technology, and fleet and property management.
