RALEIGH, NC (AP) -

North Carolina utilities regulators are scolding Duke Energy for wrongly keeping secret thousands of internal emails and other documents involving its merger with Progress Energy.

The state Utilities Commission on Friday gave the country's largest electric company 10 days to produce more than 4,000 pages of the documents for public disclosure.

Utilities regulators and North Carolina's attorney general are investigating Duke Energy over its surprise ouster of the Progress Energy CEO, who was supposed to take over the combined company.

Duke Energy was forced to turn over documents and marked 5,000 pages as confidential and containing trade secrets. The commission said only 13 percent of the documents contained trade secrets.

The commission says it expects Duke Energy to be more honest in the future about documents containing confidential information.
