Deputies: Child found wandering in rain, father charged

SPARTANBURG, SC (FOX Carolina) -

A Spartanburg man was charged after his 2-year-old daughter was found wandering around in the rain while he was drinking, according to deputies.

Shinadore Harris, 30, was charged with neglect of a child or a helpless person and an unrelated count of fraud, according to Spartanburg County deputies.

Witnesses said a small child knocked on their apartment door at around 7:20 p.m. on Wednesday looking for her father, Harris, according to the deputy's report.

Deputies said the witness took the child door-to-door at the apartment complex looking for the father. Other witnesses said the child also knocked on their door, deputies said.

Harris got out of his car that was parked in the parking lot when officers arrived and went into his apartment for 20 minutes before coming out to talk to officers, the report said.

Officers said Harris was "highly intoxicated."

Several witnesses stated that the child had been outside in the pouring rain for at least an hour and half trying to find her father, according to the report.

He arrested and later charged with neglect of a child.

Harris was also charged with fraud in connection with a stolen debit card, according to the deputies report. The report said the incident involved the debit card being illegally used three times in Dec. of 2012.
