Union city attorney accused of dismissing charges for sexual favors

UNION, SC (FOX Carolina) -

An attorney who worked for the city of Union is accused of dismissing charges against criminals in exchange for sexual favors, according to warrants.

Union County Sheriff David Taylor said William "Billy" Whitney Jr., 65, was arrested on a charge of misconduct in office after a complaint was filed against him on Aug. 1.

"My office contacted the S.C. Law Enforcement Division and asked SLED to assist because Billy Whitney Jr. was employed as a prosecuting attorney for the city of Union," Taylor said. "We brought in the S.C. Attorney General's Office for assistance as well."

According to his arrest warrant, Whitney engaged in the misconduct between July 8, 2011 and Sept. 7, 2012 while employed by the county. The warrant was filed by SLED.

Taylor said additional charges may be filed as the investigation continues.

Union Mayor Harold Thompson said he received word about charges filed against Whitney on Aug. 19 but did not know anything about the case.

"It's hard. It's another blemish on the city," said Thompson. "But we'll recover like we always do and get back to normal."

According to Thompson, Whitney was responsible for prosecuting magistrate level criminal cases for the city and providing legal advice for City Council. Thompson said back in June Whitney was prohibited from prosecuting any more cases after dismissing a case for questionable reasons.

"The police chief felt they shouldn't be dropped so we decided to let the officers prosecute their own cases," said Thompson.

Thompson said Whitney submitted his letter of resignation citing health issues, which was accepted by the City Council at their regular meeting on Tuesday. Thompson says the city is working to hire a new attorney.
