Neighbors complain condemned Henrico home is a health risk

People living in a Henrico neighborhood say a home right next to theirs is a health risk.

It's a home in the 8300 block of Cardova Road near Chamberlayne Road.  Neighbors say the condemned home has a growing pile of trash and debris on the property and claim the county isn't doing enough.

A notice shows the home has been condemned since January and neighbors say there is a history of neglect.

For years, these neighbors have lived side by side on Cardova Road.  They say most people take pride in living here, except for the person who owns this home.  The roof is falling apart, the wood is rotting and exposed and the siding is in disrepair.  In the back, a mound of trash is piling up.

"I see rodents running through my yard," says Joyce Alston. She's lived in her home for 16 years.  "Trash blowing over, smell sometimes, it's awful."

The backyard isn't separated by a fence, so every neighbor is exposed.

"It's a total blight to the neighborhood," says Richard Collins who also lives next door and can no longer tolerate this mess.  He says he's called the county building inspector and Department of County Revitalization multiple times.

"The courts gave him extension, extension, extension to do what?  As you can see here this represents years of deterioration," says Collins.

NBC12 talked to the county's head building inspector who says the only reason why a house would be torn down is if it's found to be structurally unsound. But he says that's not the case with this house.

Court records identify the homeowner as Clarence Page, Junior.  It shows he's tied up in an ongoing court case involving this property, but it's been continued since May.  Still, the homeowner faces multiple fines and possible jail time.  Meanwhile, County Revitalization administrators tell NBC12 they're aware of the trash mound, and says the homeowner has until the December 31 to clean it up or a contractor will and a lien will be put on the home.

The homeowner's next court date is scheduled for April.  NBC12 tried to contact the homeowner but have not been able to get a hold of him.
