Deputies: Mom charged after kids found in cold Spartanburg house

SPARTANBURG, SC (FOX Carolina) -

Spartanburg County deputies said they discovered a local woman's home did not have power or heat during Tuesday's snowfall and she had three children living at the house.

According to deputies, the children's school resource officer alerted them to the cold and when deputies went to the home of Carla Farrow, 44, where they found no power to the home.

As they walked around inside, deputies said it was very cold and they could see their breath. When they asked Farrow why there was no electricity, deputies said she told them there was an issue with her meter and Duke Energy was unable to fix it.

Deputies said the home was dirty, there were bugs and cigarette butts on the floor and no edible food in the refrigerator.

The children, ages 17, 13 and 11, were placed in protective custody and Farrow was arrested, deputies said.

Farrow was charged with three counts of neglect of a child.
