State employee pleads not guilty to child porn charges

PHOENIX (CBS5) -

A state employee busted for allegedly downloading child pornography pleaded not guilty to 10 counts of sexual exploitation of a minor Monday morning.

James DeSilva, 50, entered his plea at his arraignment in Maricopa County Superior Court. He is scheduled to appear again at 8:15 a.m. March 27 in front of Commissioner Lisa VendenBerg.

The Maricopa County Sheriff's Office said they first got a tip about Desilva in 2011 from Child Protective Services that his IP address was sharing the files.

Detectives are now saying their evidence includes at least 70 pictures and videos. The minors depicted were found to be between the ages of 4 and 11 years old.

There has been one problem. Desilva, an Arizona Department of Real Estate employee, works in its IT department.

"We still have not been able to gain access to the actual computer of Mr. Desilva because he has encrypted his computer and now has refused to cooperate," said MCSO spokesman Joaquin Enriquez.

Desilva admitted to sharing the files as well as bestiality and terrorism videos, MCSO said. 

He's been charged with 10 counts of sexual exploitation of a minor, but more charges could come.

He is being held on a $100,000 bond from a grand jury warrant.
