SC House to debate $7B spending plan

The South Carolina House is starting to debate a $7 billion spending plan for state taxes.

The House is convening a day earlier than usual this week, with floor debate beginning Monday afternoon.

The total state budget for the fiscal year starting July 1 would be $24 billion, up from $22.5 billion this year. That's when all revenue sources are included, such as federal money, fees, fines, lottery profits and tuition at public colleges.

The plan punishes two public colleges for assigning books to this year's freshmen that deal with homosexuality. The proposed budget cuts $52,000 from the College of Charleston and $17,000 from the University of South Carolina Upstate.

Legislators who oppose the cuts as censorship and prejudicial will attempt to restore the money.
