COLUMBIA, SC (AP) -

The House's $7 billion spending plan for South Carolina taxes is heading to the Senate.

The House voted Wednesday to send the package to the Senate following key approvals in a late-night debate Tuesday.

The package for the fiscal year beginning July 1 includes a separate bill that spends $117 million from this year's rainy day fund. The total is nearly $24 billion, when including all revenue sources, such as federal money, fees, fines, lottery profits, tuition and grants.

The budget provides state employees a 1.5 percent cost-of-living raise, but their insurance deductibles and co-payments would rise slightly Jan. 1.

The package includes $6.5 million to provide taxpayers a third year of state-paid credit monitoring services following the massive hacking of South Carolina's tax collection agency in 2012.
