Man linked to 2 of 3 suspicious packages will not be charged

TUCSON, AZ (Tucson News Now) -

Police say a man linked to two of three suspicious items investigated today will not be charged at this point in the investigation.

Suspicious items were found today at three locations in Tucson. Police investigated the discoveries at three locations: the Federal Courthouse, on South 12th Avenue and South Canada Drive, and at 2 E. Congress Street.

A man was detained and questioned in relation to the two downtown packages.

According to Sgt. Pete Dugan of the Tucson Police Department, police reviewed video that showed him in the area and linked him to both items.

Dugan said no charges are being brought against the man because police were unable to show intent, although charges may be brought at a later date.

The first package was found shortly after 6 a.m. near the Federal Courthouse, which was evacuated during the investigation.

The package was found in the courtyard facing the building, according to workers who found it. 

EOD crews examined the package via a robot before a crew member X-rayed the bag to view its contents.  Finally, a high-pressure water hose was used to tear the package apart.

Police are examining the contents of the bag.

A high-rise office building and Chase Bank at 2 E. Congress Street was evacuated after the discovery of a suspicious package there.

Dugan said the item on 12th Avenue near West Drexel Road was determined to be a water filter cartridge that had possibly fallen off a truck, and is no longer being considered a suspicious device.
