House panel proposes ethics reform compromise

COLUMBIA, SC (AP) -

A proposed compromise over ethics oversight in South Carolina politics has been rejected by Gov. Nikki Haley.

A House panel on Thursday unanimously advanced a proposal to create an independent investigative commission. It would consist of 12 members selected by all three branches and have the power to investigate allegations of violations by officials and candidates.

Its findings would not be binding and power to punish would remain with existing ethics committees.

A spokesman for the governor says legislators investigating legislators is not independent. The governor also rejects adding judges to the commission.

The House bill passed last year sought a combined legislative ethics committee. The Senate-passed version aimed at preserving the separate House and Senate ethics committees.

The bill now goes before the House Judiciary Committee on Tuesday.
