About four out of every 10 South Carolina Department of Social Services caseworkers are managing more than the 17 cases at a time that national experts say should be the maximum caseload.

The State newspaper in Columbia ( ) obtained the caseloads of all DSS workers. One Lexington County workers is managing 48 cases with 103 children.

Thirteen counties have at least half of their child-welfare workers handling at least 20 cases.

Then DSS Director Lillian Koller told lawmakers earlier this year that caseworkers average about seven cases, but that included supervisors who manage one case at a time.

The newspaper reviewed internal evaluations by DSS offices and found in 25 of the state's 46 counties, child abuse investigations were likely to be closed in violation of the agency's own policies.

DSS plans to hire 50 additional caseworkers with money added to its budget.
