Audit suggests creating SC adult abuse registry

Posted: Updated:
COLUMBIA, SC (AP) -

An audit of the agency that serves South Carolinians with disabilities finds the Legislature can curb abuse and neglect by requiring a central registry and allowing electronic monitoring of facilities' common areas.

The Legislative Audit Council report released Monday says employers need a database to search for any past abuse, neglect or exploitation of a vulnerable adult.

The audit also recommends national background checks for employees. It estimates one in four people who work directly with vulnerable adults are hired without knowledge of their potential criminal histories.

The Department of Disabilities and Special Needs says agency policy follows state law on the checks, and in some cases exceeds requirements. Spokeswoman Lois Park Mole says some contracted providers aren't following existing policy. She says additional checks would require more money.
