The Spartanburg County Council passed the third and final reading of a referendum that will allow voters to weigh in on Sunday alcohol sales.

The council passed the referendum with a vote of 5-2.

However, it's still unclear whether the entire county, including the 14 municipalities, will vote on the referendum, or if only those living in the unincorporated areas will vote.

The county attorney did not know the answer to that question at Monday night's meeting. Several council members say that question will be addressed immediately.

The referendum only allows Sunday sales in restaurants, not stores.

"We would all make more money. The restaurant, the servers, the bartenders. Everyone's going to make more money," said Victoria Woodie, who is a server at the Boiling Springs Ale House.

Council member O'Neal Mintz was one of the two no votes at the council meeting.

"I think it's wrong. I think that, I just don't want my name attached to it. I know I'm an outgoing council member but I still have a voice. I still have a vote and I don't want my name attached to Sunday Alcohol sales," said Mintz.

Mintz also told FOX Carolina that he spoke with two attorneys, both of whom said this referendum will only apply for the unincorporated county if it passes.

With the passing, the referendum will be added to the election ballot in November.
