ILOVAISK, UKRAINE (CNN) - Reports from Moscow suggest Russia may be nearing a cease-fire deal with Ukraine.

But the agreement isn't final yet, despite an announcement from Kiev.

Meanwhile, pro-Russian forces recently captured new territory near the city of Novoazovsk in the southeast.

President Barack Obama on Wednesday again blamed Russia for the deadly unrest in eastern Ukraine.

"It was not the government in Kiev that destabilized eastern Ukraine; it's been the pro-Russian separatists who are encouraged by Russia, financed by Russia, trained by Russia, supplied by Russia and armed by Russia,” he said. “And the Russian forces that have now moved into Ukraine are not on a humanitarian or peacekeeping mission. They are Russian combat forces with Russian weapons in Russian tanks.”

The U.N. estimates that more than 2,000 people have been killed in fighting in eastern Ukraine.
