Spartanburg City Council committee looking into amending animal ordinance

SPARTANBURG, SC (FOX Carolina) -

Inside the Spartanburg Humane Society, there's a warm place for those looking for a forever home. CEO Angel Cox said one case of a dog left out in the cold in 14 degree weather this winter with only a plastic shelter, prompted her to open the doors to all animals when they need it.

"The animals cannot speak so we have to be that voice for them but animal control was called, animal control responded immediately but when there was shelter it wasn't like animal control could remove the dog from the house by force because it did meet the requirements of the ordinance," said Cox.

A petition grew from stories like that. 

About a month ago Upstate attorney Josh Lonon started it online asking the city to "pass a stronger ordinance penalizing pet owners who leave their pets outside in dangerous or extreme weather." 

It's since gathered over 12,000 signatures.

Three council members including District 4 Representative, Max Hyde, are on a special committee to address that concern.

"Better defining harsh conditions and what constitutes adequate shelter for the pets... We are looking at whether a temperature would apply perhaps a certain temperature below which pets could not be outside," said Hyde.

While Cox didn't start the movement, she said she's certainly proud to be a part of it.

"It absolutely came from concerned citizens here in Spartanburg that just said I have to do something, I can no longer let this happen and I gotta tell you it makes you proud to be a Spartanburg person," said Cox.

Hyde said he hopes to have a draft of an ordinance ready to present to council for Monday.
