COLUMBIA, SC (FOX Carolina) -

"It has got to be one of the most devastating things that you can look at, to have a child say 'Am I going to be safe going to school tomorrow?'"

Representative Marvin Pendarvis said school shootings have become a problem and it's what prompted him to file a bill Tuesday.

Rep. Pendarvis said the bill would require mandatory active shooter drills on a monthly basis at all South Carolina schools. As of now, students have to practice fire drills every month, if the bill passed the shooter drills would be added to the routine.

"How many lives have to be lost before we do something? We have a problem, we have yet to do something to address it," Representative Pendarvis said. "This is not intended to solve the entire problem. You have to look at it from the outside. How to prevent this, how do we prevent the people who may get inside our school?" Pendarvis asked.

SLED and the State Department of Education were involved in the bill, working up a two-fold game plan to train teachers on how to respond using live demonstrations, and to drill both students and teachers on a monthly basis.

When a fire alarm goes off, there's instant movement, instant knowledge on what to do next. Now, this representative wants the same to apply to monthly active shooting drills instead of waiting for the unexpected.
"What my bill does, it's a backstop, where if this stuff does get inside our schools, what can we do to make sure we're trained to handle the situation properly," Pendarvis said.

If the bill is passed, an instructional video would be shown at the beginning of every grading period.
