Elderly woman placed in emergency protective custody, 3 arrested after deputies find them living in "nauseating" condemned home

Deputies said three people were arrested and an elderly woman was placed in emergency protective custody after they were found living in a “nauseating” condemned home, according to a Spartanburg County Sheriff’s Office Incident Report.

Deputies said they were called to check on the condemned property on New Cut Road Sunday after being notified by Spartanburg County Code Enforcement that there may be occupants inside.

The notice that the property had been condemned for human habitation was still pasted on the door when deputies arrived.

Deputies heard dogs barking inside and said the windows were open. “From the yard I could smell an overwhelmingly strong odor of feces and urine coming from the home,” the reporting deputy noted.

A man, later identified as Eddie Woody, opened the door and advised that he was living there with his Brother, Ernest, and their mother.

Deputies said the conditions inside the home were “beyond deplorable” and “nauseating.”

The reporting deputy noted in the report that he was slipping on the feces and urine coating the floor. The waste was a mixture of dog and human excrement.

The deputy wrote that he saw mice jumping out from an overflowing trash can while he was speaking with Woody.

“There were cockroaches crawling on every wall of the home and bugs flying everywhere,” the deputy wrote.

Deputies said they found the 82-year-old victim on a urine-soaked foam pad surrounded by trash bags full of soiled adult diapers. The woman seemed confused and the reporting deputy noted her “shoes were so impacted with feces on the bottom you could barely see any tread to them.”

The victim also had cuts and scrapes on her hands and told deputies the dogs in the house bad been biting her.

Deputies said three dogs were being kept in the house and were unable to get outside on their own.

Deputies said another woman, Brandy Ramos, was found inside a locked bedroom. Inside the room, they found several items commonly used to smoke meth, and a rock-like substance the deputies believed to be meth.

Ramos and the Woody brothers were arrested at the scene. Deputies said DSS was called to place the 82-year-old victim in emergency protective custody. Animal Control took custody of the dogs.

Ramos was charged with trespassing after notice, possession of methamphetamine, and abuse of a vulnerable adult.
